Focused on providing real Maritime updates in the African Indian Ocean
About Us
The CRFIM is a maritime information fusion center for the East, Southern Africa and Indian Ocean region hosted within the Malagasy National Maritime Information Fusion Center (CFIM) following the headquarters agreement signed between the Indian Ocean Commission (IOC) and the Malagasy Government on February 18, 2016.
The CRFIM is a Public Administrative Establishment (EPA) whose headquarters are located in Antananarivo, Madagascar. It was created following the initiative to establish a regional mechanism for the coordination and exchange of maritime information decided in the Djibouti Declaration in its outcome 5.
The CRFIM process consists of working in collaboration with the 11 countries of the AfOA-OI region represented by the Regional Liaison Officers sent by their countries.

Director's Message

Dear Partners,
As a vital transit area for major maritime routes connecting Asia, the Pacific, and the Middle East, the Indian Ocean occupies a central place in global economic and strategic balances. This importance is also reflected in the diversity and complexity of the threats to its maritime security.
Indeed, the year 2024 was marked by an intensification of challenges: proliferation of illicit trafficking (drugs, weapons, human beings), illegal fishing, smuggling, Houthi attacks in the Red Sea and piracy, still present in the background, reminds us of the need for sustained vigilance.
The deterioration of the situation in the Red Sea and the Bab El Mandeb Strait marked the year 2024. The reorientation of maritime traffic towards the Cape of Good Hope disrupted the usual routes, further exposing coastal states to new risks: loss of containers at sea, increased collisions and pollution threats, particularly off the coasts of Mozambique and South Africa.

New Satellite Partnership Announced
The RMIFC has announced a strategic partnership with SatWatch Global to enhance detection of “dark vessels”—ships that switch off location transponders to conceal illegal activities. The agreement provides access to high-resolution synthetic aperture radar (SAR) imagery, enabling vessel detection through cloud cover and at night. The partnership significantly strengthens maritime domain awareness and surveillance capabilities.

Coral Bay Incident: Unidentified Vessel Intercepted
In a significant victory for regional maritime security, the Regional Maritime Information Fusion Center (RMIFC) coordinated the interception of a suspicious vessel off the coast of Coral Bay. The operation, codenamed “Blue Horizon,” involved naval assets from three member states and demonstrated the effectiveness of regional information-sharing mechanisms. The vessel had disabled its Automatic Identification […]

Climate Change and Maritime Security: Adapting to Rising Sea Levels and Extreme Weather
Climate change has become a significant non-traditional threat to global maritime security. Rising sea levels, stronger storms, and coastal erosion are affecting ports, naval bases, shipping routes, and coastal communities. As over 80 percent of global trade moves by sea, these impacts extend beyond the maritime domain to economic stability and national security. Rising sea […]
